According to this Dakota County Criminal Complaint, an Eagan man previously accused of harassment/stalking and misdemeanor harassing letters while a resident of Rogers back in 2005, was at it again harassing and vandalizing the property of his new neighbors in Eagan. In addition he accused various members of the Eagan PD of misconduct ranging from corruption to theft of drugs from evidence.
From the complaint:
In 2007 and 2008 victims 1 and 2, husband and wife, lived in a home on Birch Pond Road in Eagan, Dakota County, Minnesota, and reported numerous incidents of vandalism and harassment. In 2007, someone had put their garden hose in their window well and left the water running. Someone had also put water into the outside air intake for their furnace, which damaged it and necessitated repairs. Someone had also tampered with the gas grill in their back yard. They reported that the last time they had used the grill, they shut off all the valves and also shut off the valve on the tank. When they checked the grill on the weekend of November 4th, they found that someone had turned on all of the valves on the gas grill, and also opened the valve on the gas tank itself, causing it to empty.
Victims 1 and 2 also reported that they were the victims of several incidents of vandalism during the summer of 2008. Someone had cut their telephone and cable television connections, sliced their garden hose, thrown their hummingbird feeder into the woods behind their house, and removed the top of a small portable fireplace, which had been thrown on the ground. Someone had also cut their 8 foot aspen tree in half and had cut branches off a spruce tree in their yard. They also found that someone had opened the air conditioner housing and had removed the grounding connector for the air conditioner, thereby disabling it.

On August 17, 2011, the City Administrator for the City of Eagan, Dakota County, Minnesota, received an envelope containing a letter addressed to the City Administrator. The envelope had the address hand written, and it contained a two page printed letter. The letter claimed that the Eagan Police Department was corrupt and asserted that there was missing drug evidence that was off the charts. It accused one of the Eagan police detectives of criminal behavior, claiming that he organized sex parties involving prostitutes and children as young as age 4. The letter also claimed that the Chief of police was heavily involved with the misconduct.
The complaint continues, in great detail, of all the other issues raised both by the accused and by the victims in response to the accused, items vandalized, and communications sent. Eventually the man is questioned by police and after being confronted with evidence proving he was the author of anonymous letters he admitted his actions were “wrong”.
Have you ever had to deal with neighbors repeatedly vandalizing your property, sending threatening letters to you and the local police making false accusations against you? What did you do about it? Crummy neighbors suck. When I was growing up we had a family of bullies across the street. They broke our windows, vandilized our house and every time my Dad went to the police they’d do something worse.

I think the guy has serious mental issues, but I dont think that has much, if anything, to do with the charges or that he needs to see a psychologist (or psychiatrist) before he goes on trial. I dont see anything there that leads me to believe that he does not know right from wrong. If he is mentally capable of knowing what is right, and what is wrong, he should be charged with the crimes.
Beyond that, it is scary as you wonder what would trigger escalation to physical violence and not just extreme vandalism. Some of the things he did certainly could have caused great harm, or even killed someone.

Sounds like a free trip to a state hospital may be in his immediate future… The complaint was an interesting read. Thanks Bill. I was disappointed not to find a mug shot of this guy on the county’s website… Curiosity had me wondering what this guy happened to look like.

I believe this is “anti social behavior” in its truest form. NO neighborhood should have to put up with this type of behavior. Hopefully!?!?, the judicial system will be able to see this and take the appropriate steps to protect society. This guy has history.

It doesn’t seem like the victims got any type of legal remedy. They just had to take it for years?
If that’s the case, then it sounds like they needed to kick this guys ass even it did mean repercussions for them.
I’m not one to advocate for vigilantism, but the real story here is the total lack of recourse these people had through “the system” and the length of time it took to take action against this clown, and the financial misery he caused them.

I personally know this guy when I lived in Burnsville back in the late 90′s. I got along with him pretty well as he was the president of the local townhome association. I wonder what set him off. I do feel sorry for his kids though.

My uncle was murdered by our next door neighbor in a dispute over a shared hedge that divided our drive way from the neighbor’s yard. I’ve had a policy of not much more than a friendly wave to neighbors after that experience. Crazy people are everywhere but it is worse when they know where you live.
