My main reason for bringing this topic to the local papers and writing the city council about it is to help Hastings avoid the appearance that this appointment was inappropriate. While it may have been legal, I believe appointing someone without any sort of public input for two years, looks bad. There was really no good reason not to take applications from the public. The question remains &quot;why not?&quot; Countless other cities around the country and in our area (Lakeville, S. St. Paul, etc.) are taking applications, but Hastings refused.]]></description>

At least then the public knows who the alternatives to the presumed favorite candidate are and can decide for themselves if the wrong person was given the job.]]></description>
